Queue a new investigation

Submitting enqueues a job in Aurora. A worker claims it with SELECT … FOR UPDATE SKIP LOCKED, drives the 16-step Sentinel Ensemble pipeline, and links only deterministically validated facts back into Aurora. Evidence never touches the web tier. Progress below updates live - the queue self-drains on this demo; in production an off-Vercel engine worker runs the real pipeline.
